Hon. Dr. Mark Cyubahiro Bagabe
Dr. Bagabe is the Minister of Agriculture and Animal Resources. His over 20 years leadership experience is in agricultural research, policy, and quality management. Before his appointment as Minister, Bagabe was the Director General of the Rwanda Inspectorate, Competition, and Consumer Protection Authority (RICA), in charge of enforcement of regulatory requirements, promotion of fair competition, protection of consumer rights, and ensuring compliance with sanitary and phytosanitary measures.
He served as Director General of Rwanda Standards Board (RSB), Rwanda Agriculture and Animal Resources Development Board (RAB), as well as the Institut des Sciences Agronomiques du Rwanda (ISAR), and significantly contributed to the strengthening of agricultural research, technology transfer, and application of quality standards across Africa.
Prior to RICA, he served as International Consultant at the UN’s International Trade Centre (ITC), focusing on promoting food quality and safety to ensure compliance with market-driven standards, and regulatory requirements.
He has served on many Boards of higher learning and research institutions, including the University of Rwanda, Association for Strengthening Agricultural Research in Eastern and Central Africa (ASARECA), Forum for Agricultural Research in Africa (FARA), Institute of Policy Analysis and Research (IPAR-Rwanda).
Bagabe has authored several papers on food safety and plant health. He holds a PhD in Plant Health (plant virology and physiology), and an MSc in Technology of Crop Protection from the University of Reading (UK)
