Momar Dieng
Momar Dieng is the Dean of the African Leadership University School of Business. He holds a PhD in Mathematics from UC Davis and studied development economics, public administration, and international education policy at Harvard University. His work spans education reform, digital transformation, and electoral assistance, with a focus on leveraging data science and technology to strengthen governance and public service delivery.
An entrepreneur, Momar founded Africa Web Services, a tech firm supporting African institutions, and SpidiPay, a fintech company providing payment infrastructure across the continent. From 2013 to 2018, he served as Senior Technical and Policy Advisor in Senegal’s Ministry of Education, leading major education reforms and digital initiatives. Previously, as Senior Policy Advisor for UNDP Liberia, he contributed to the country’s post-war economic strategy, Liberia RISING 2030.
A leading expert in election data analysis, he consults on polling, campaign strategy, and the use of technology in elections. He has been invited for over a decade to lecture on election statistics at Harvard Kennedy School and delivered the Bartlett Memorial Lecture at the University of Arizona on election forensics. He has also taught electoral integrity at Waseda University in Japan.
Momar has consulted for international organizations on impact evaluation, education reform, and digital skills development, recently co-authoring country diagnostic reports for the World Bank’s *Digital Economy for Africa* initiative.
